Kashiwa ITS Smart City has established a system that aggregates information collected by various entities and continuously monitors traffic conditions using state-of-the-art technology. This enables a more detailed and integrated understanding of the actual traffic conditions in areas and routes that were previously ungraspable.
Solution 2: ITS Infrastructure Information System to Reproduce Traffic Conditions
Kashiwa ITS Smart City has built an infrastructure system that integrates traffic information collected at various time and space units to comprehensively and bird’s-eye view the entire region, and developed simulation technology to reproduce people’s traffic behavior. The system can reproduce detailed traffic conditions for routes for which traffic information can be collected, and can estimate traffic conditions for routes for which traffic information cannot be collected, making it possible to reproduce the “current” traffic conditions of the region.
Solution 3: Lifestyle Activity Information Generation System that Encourages Citizen Action
The basic understanding of Kashiwa ITS Smart City is that “ITS is only a tool, and the main character is the Kashiwa citizens who use it. Citizens should take an interest in local traffic on a daily basis, be concerned about traffic congestion and the burden on the environment, and do what they can to alleviate or reduce it. The role of ITS is to support the activities of these citizens.
Solution 4: Next-generation public transportation systems already in motion
In order to support the daily mobility of citizens who have become more aware, it is necessary to prepare means of transportation from both public and personal perspectives. The purpose of ITS can be fulfilled by allowing citizens to choose from a variety of means of transportation the one best suited to their use and circumstances, and to use it to its fullest extent. In Kashiwa City, a social experiment of a new public transportation system necessary for this purpose has been started.

What is an energetically innovative public transportation system? What is a public transportation system that can be used by anyone, anywhere? What is a public transportation system suitable for neighborhood strolls? The development of a number of public transportation systems that precisely meet the needs of citizens will make it possible to cover regional transportation issues. By providing convenient and smooth transportation for those who mainly commute to work, school, and business travel, and easy and reliable transportation for those who are vulnerable to traffic congestion and those who live in traffic-free areas, the mobility and circulation of the entire Kashiwa City area will be dramatically revitalized. To this end, we will continue to research and develop public transportation systems from new perspectives.

We will develop vehicles that are easy to operate, convenient, and safe even for the elderly, as well as new mobility systems that maximize energy efficiency, and combine them with next-generation public transportation systems to enhance convenience and improve regional mobility and circulation.

The Kashiwa ITS Promotion Council will continue to listen to even the smallest requests from citizens as it conducts new research. Our goal is to develop a transportation system that will one day revitalize the entire region.
Solution 8: Creating an environment that supports mobility and transportation from the citizen’s point of view
We will enhance the relationship between citizens and ITS by raising interest in ITS through events and social experiments, using the local information network to disseminate information to support smooth travel, and providing incentives to motivate participation in social experiments.

Solution 9: Community Activities to Build Trust with Citizens
The Kashiwa ITS Promotion Council, which aims for “ITS that grows together with people and communities,” has focused as much on promoting citizen understanding and cooperation with the local community as it has on research and development of ITS that makes full use of cutting-edge technology. As we have explained, ITS is only a tool, and without the understanding and involvement of the citizens who can use it, it will not achieve the anticipated effects. For this reason, it is important to increase citizen awareness and deepen cooperation with the community.
